Everyone's arguing about how smart agents are getting, while the real fight is over who sets their allowance and who notices when they wander off. Today's Takeaway:
Cohere shipped hard spending caps in North 2 on the same day Mozilla.ai published a warning that most agent rules live in a text file the agent merely reads (Cohere, blog.mozilla.ai). The two pieces describe the same gap from opposite ends. A quota is enforced by software outside the agent; an instruction depends on the agent choosing to follow it.
The Axios hospital report shows what happens when neither exists: an agent a nurse set up on her own has whatever access her login allows (Simbo). Budget caps are the most useful agent feature shipped this year, more useful than any model upgrade, because they're the first control that doesn't trust the agent. If your vendor's only safety story is a well-written prompt, you're relying on good manners.

The Bottom Line
The Pattern: Washington just picked a spy chief to coordinate AI while still refusing to write laws, so the only binding limits on agents this fall are the ones vendors build into their own products. Enforcement is moving into settings menus, one release note at a time.
Our Call: By December 31, 2026, at least one of Microsoft, Google or Salesforce will announce hard per-agent spending caps in its enterprise agent product. More likely than not. We'll grade this one in a Friday digest.
