The Pattern: Governments are splitting into two camps on AI's physical footprint -- gates up or doors open -- and that divergence will determine where data centers get built, which regions attract investment, and whose electricity bills go up. New York's 50-megawatt cap and Australia's fast-track office are just the opening moves.
The Other Read: New York's moratorium is only one year, covers only the largest builds, and includes a clear off-ramp once environmental standards are written. It could end up being a speed bump, not a wall.
